ASPE produces public and private services devised to develop the quality of teaching, research and policy implementation in the public sector in Russia. Its members form a network and are provided with an annual ASPE international conference, research seminars and internet information facilities regarding international scientific events.

Working papers, submitted by members, are published on the web-site. Discussion e-mail lists and forums as well as an open data base with members personal information will be available soon.

Texts for public economics and research and teaching materials on the impact of reform in Russia will be published next year with funding from the Open Society Institute in Russia.

All ASPE resources and activities are also open to non-members and constitute public services, which are and will be mainly financed until 2002 by Swedish International Development
