Thanks to its abundant natural resources, Kazakhstan has achieved rapid economic growth since 2000. However, like most resource-based economies, Kazakhstan’s economy was hit hard by the global financial crisis in 2008. The country’s economy has become more dependent on mineral energy resources than in the past, while the growth of manufacturing has been decreasing. This problem can be reaffirmed in the enterprise structure. In terms of the number of entities, small and medium enterprises (SMEs) account for 94% of all enterprises in Kazakhstan, but in terms of output, SMEs only account for 31.7% of GDP. The average number of persons employed per SME is just 1.9, and only 3% of SMEs in Kazakhstan are engaged in the manufacturing sector.

This study aims for the successful promotion of those strategies of Kazakhstan, and seeks a roadmap to operating an enterprise development strategy focusing on SMEs, since industrial diversification is achieved through the development of enterprises, particularly the development of the SME sector.

It is recommended that three main tasks be fulfilled, and these are separately dealt with in the three chapters of this report. Chapter 1 mainly deals with an institutional support system for SME-centered enterprise development, while Chapter 2 considers an innovative strategy for enterprise development. In Chapter 3, based on the analysis above, the researchers have drawn a strategic roadmap for the comprehensive enterprise development of Kazakhstan.
