Regional Think Tanks Partnership Program was designed in 2001 by the IRIS Center of the University of Maryland, the Barents Group division of BearingPoint, and the Economics Education and Research Consortium with funding from the United States Agency for International Development (USAID). The objective of the programme is to enhance and strengthen the capacity of Russian and East/Central European economic think tanks through professional collaboration, joint policy studies, and outreach advocacy efforts.

For this purpose, partnerships of Russian, East/Central European and Western economic policy think tanks are involved in the following applied policy studies of high relevance for post- communist economic reform and development:

  • comparative analysis of national policies
  • cross-border transfer of reform know-how
  • analysis of supra-national policy problems (e.g. economic cooperation and trade, joint infrastructure projects, cross-border policy spillovers, etc.).
