This research programme was set up to investigate the role of energy, especially renewable energy, in alleviating poverty and improving gender equity. The project was initiated by the Asia Alternative Energy Program (ASTAE), with the support of the Government of the Netherlands.

The objectives of EnPoGen were:

  • to identify and quantify the linkages between rural access to electricity, poverty alleviation, and gender equity
  • to draw from these results lessons that may improve the impact of World Bank rural electrification projects, and projects supported by ASTAE, on poverty alleviation and gender equity
  • to contribute to the development of a methodology for monitoring the poverty and gender equity impact of rural electrification projects

EnPoGen produced a number of interrelated reports including:

  • country studies in China, Sri Lanka and Indonesia
  • framework for designing, monitoring, and evaluating rural electrification projects
