The Institute for Popular Democracy (IPD) is a non-governmental organization that conducts research to support policy, advocacy and capacity building programmes. Part of its involvement in citizen participation and local governance is done through the BATMAN Consortium of NGOs in the Philippines, working at the village level to train and assist village officials and communities to formulate their development plans, mobilize additional resources, and implement and monitor these plans.
Within this consortium of 39 members, IPD takes a leading role on the participatory monitoring and evaluation of the consortium’s initiatives. IPD also provides technical assistance at the municipal level on fiscal management.
IPD has recently started a capacity building initiative for the advocacy efforts of civil society groups covering several countries throughout Southeast Asia. Apart from publishing its research outputs, IPD also produces a quarterly bulletin on the country’s political and economic situation, a bi-monthly news analysis publication, and a monthly political brief.
